Patrick Toussaint, PhD

Climate Research and Policy Advisor  

Patrick Toussaint is a Haitian-German international environmental lawyer specializing in climate justice and human rights. His work focuses on the intersection of climate change, biodiversity, clean air, plastic pollution, and sustainable development, with a particular emphasis on the legal and policy dimensions of loss and damage.

Patrick has extensive experience with multilateral environmental negotiations, policy research, and governance, working across international organizations, research institutions, and advocacy spaces. Based in East Africa, he brings a global perspective to his work, engaging with issues of racial and environmental justice and contributing to efforts to strengthen reparations discourse and accountability in global climate governance.

He holds a Doctor of Laws in international climate law from the University of Eastern Finland, where his doctoral thesis examined human rights-based approaches to climate action, focusing on loss and damage, legal responsibility, and pathways for advancing climate justice within international law.
